Attn Riot - Please implement this small change

I've miss tons of global ults like jinx, ez and ashe because during a fight I accidentally cast the spell over the mini map while re-positioning the camera.

There is an easy fix if Riot wants to implement this.

**When hovering over the mini map, there should be a small delay before spells can be cast. A .5 or .75 second delay should prevent accidental wrong direction ult casts. **

This small change would make a big difference as many people suffer from this.
