His E is an amazing engage tool. Not very difficult to land, 1 second knock up / stun and has a HUGE cast range.

He's really strong when there's nothing to knock him out of his E or grant the entire team a speed boost.

Vs any on-demand displacement or Sona Karma Sivir, he's pretty unreliable.

People realized that he was good.

He is absurdly strong.

His win ratio might not be impressive, but that's because vast majority of his playerbase has very few games on him.

He is especially obnoxious in solo Q, because in there you can't rely on ward coverage good enough to cover his engage distance, and on champions with displacement(because solo Q players have smaller champ pools than in competitive).

Since people stopped perma banning the freelocopter pony they are banning the green tank kha'zix.

He's always been fairly strong, and started seeing LCS play after his main counters got nerfed. People overreact.

His E got buffed a while ago, with a more recent buff to his passive. Ever since those happened, he's been very strong. Now people are realizing his power. since he has lots of hard CC, good early-mid damage, and is extremely tanky due to a revive passive and extremely high synergy with HP items.

He had been pick/ban in high elo a week or so ago, now it's reached low elo too.
