Can someone explain why the game is constantly matching me up against diamond ranked players and masters here and there when im barely gold?

A lot higher elo players, especially masters/challengers, don't play a lot of normal games. Because of this, their normal's mmr is significantly inaccurate compared to their real skill and they're often matched around average players (silver-gold) until they play enough for their normal's mmr to normalize.
This usually happened in the preseason because there isnt much point to play ranked
