Neither of these would actually incentivize playing supports, it would incentivize playing the champion. If the champion can only support, then they'll only be bought by people who are either trying to collect all the champions or people who want to play support. The problem is the player experience of playing a support since you rarely don't need to rely on teammates, and if your teammates are dumb, then you're basically stuck in a lost game.

shen support is pretty scary, always has been, but now it's way moreso after that rework.

most supports do insane amounts of damage early-game, and that's what determines the 2v2 early fights
