They're running this as a minor test to see if they can get more people to try supporting. The thought is that if more people try it, some of those people may enjoy playing the role/champs and stick with it. This would help with the issue of Supports being a fairly rare commodity.

Brand can poke people down, all in, and zone. Support Singed is a poor man's Volibear support which is a poor man's Thresh.

Singed's has a flip, and a slow which can also be a root but this is not about the freaking position you que up for, this is about play pattern.

Singed's play pattern is more supportive than Brand's, Brand carries games directly with high damage, Singed is indirect, he disrupts the enemy team on a macro and micro level, if he's proxying then he's disrupting the enemy team's jungler and top which means the rest of his team can feel free to do things without enemy jungler interference, and on a micro level Singed disrupts teamfights while causing chaos in the back line or causing people to end up out of position so his team can capitalize on this and go in on an unprepared enemy team.

Brand is a mage through and through, just because he has high base damage and can go bot because of it doesn't mean he's any less of a mage or any more of a support.
