He was reworked a while back and he didn't get one. neither did fiora and lux just randomly got one. It would be cool if shen could interact with his ninja pals. He could also say something when he taunts and have a unique interact with zed idk
I would prefer if they brought back Keith Silverstein to add some lines. Shen talks like he guards a see-saw or something, and he could use some snappy taunts at Zed and the spirit champions.
Problem is that voice actors are either expensive and busy. They were able to recall the VA of lux due to Elementalist Lux, even thought i suppose they either recycled some unused lines or just recalled her up with some easiness in-between.
It needs to be somethign really valuable to be called on-demand without inherent opportunity ( like an actor being awufully avaiable or something) so this usually happens rarely
