none of that slow cap bs literally if you have 400 movement speed you'll end up with less than 10 movement speed i'm tired of people walking away when they hit a thresh ult wall or after talon uses his E on them

Also, I heard there's a cap on the minimun movement speed, if you want them slower, just use a snare or stun instead.

The Last Ballad1 votesBut can you imagine the frustration? At that point just make them snares. 99% slow is such that no movement speed boost can help them. If you have an 80% slow, and Karma shields you, you will go faster. If you have a 99% slow, and Karma shields you, the speed boost is wasted. That is how it works. and there is no reason to change it.
