Can a premade early surrender vote be counted as one

I am tired of getting premades who "wait" for their friend to show up, he never does, or does and starts feeding, and they feed too. I dont want to play if someones afk for the first 3 minutes. In my opinion it should be an auto surrender but if its a premade please make their vote count only once.
