Can we downtune AP supports?

That way they actually have to take Some risk and maybe force them to use auto attacks to harass instead of giving them tools to mindlessly press a button every 8 seconds. Nami for example can heal like 1/4 of her carry's health over and over again. Basically does what Soraka does but better. Would be nice to increase some of their mana costs or lower their AP. I just feel that strength shouldn't exist until mid-late game. You already gutted tanks to the point they can't even deal with mage supports unless they receive help from a 3rd player and that in itself is just a stupid amount of control you took away from that class. Why pick Blitz who uses up like 1/3 of his mana for one pull you can avoid sitting behind a minion? Why play Leo when the AP will just point-and-click their ADC and mitigate nearly all of the damage?
