Urgot.

Everything a top laner could want in a single champion. Gapcloser/escape, low mana costs, ranged, tanky, shields that forgive risky play or bad trades, a ridiculously easy to land mid ranged EXECUTE and a pretty good dps in a champion that doesn't noticeably have a weakness at any point in the game. Please gut this stupid thing to oblivion. It's not only annoying to play against (Zoe ) but it's simply, and obviously, completely unbalanced.

"The next basic attack in the direction of a loaded shotgun causes it to fire, dealing 40 / 50 / 65 / 80 / 90 / 100% AD (+ 2 / 3 / 4 / 6 / 8% of target's maximum health) physical damage to all enemies hit within"

That in itself is already a problem. You're going to give him offense stats for building defensive? It's like a better Vladimir though because he's effectively a lot tankier considering how insanely low his mana costs and cooldowns are early and late game, especially when you look at how easy it is to get CDR these days item 3071 item 3065 ; two core items already give him 30%.

Purge: " COST: 45 / 50 / 55 / 60 / 65 Mana COOLDOWN: 13 / 12 / 11 / 10 / 9"

I can't fathom how this shit isn't hot-fixed. You can point at random stats from random sites all day, but raw win rates/pick rates don't possibly account for all of the variables leading to a conclusion of balance in champion design. "hurr durr Ezreal has a 75% pick rate and a 53% winrate", but Jinx has a higher pick rate despite having a lower win rate. Those numbers don't mean jack.

All you have to do is give another hard look at his kit and ask yourselves "is it really okay for one champion to have this many strengths?" Hell, Darius has ridiculous strength and decent durability, but he has the weakness in terms of mobility, so you've got to play more intelligently when using him for fights (e.g. flanks, otherwise relying on hard cc from someone's engage). Urgot throws mid-range missiles that slow you and then slowly chunks your health, ADC or tank. He doesn't have issues trading unlike most top laners who are melee, and even if they weren't, his low cost shield compensates for it and once he's 6, you're not going to be foolish enough to stick around below 1/4 of your health because you're a dead man. His ult's about as easy to land as Fizz's. I genuinely don't see a reasonable weakness to this champ or counterplay suggestion other than "don't farm, ever, because if you look at him, you'll lose another chunk of health for nothing." I can't think of any other juggernaut that is remotely as aggravating to play against than this pos.
