Just a pro tip. They'll do tons of damage as the fight goes on. Ideally you'd want to burst them down in teamfights as well, but that's not always possible.

(Learned this the hard way by dying to 0/2 fiora twice, making her 2/2)

It's definitely overtuned. 30 seconds is a pretty short time to take a huge advantage of in lane, I think. I guess poke is the way to go, but that's also not always possible.
