Volibear

So I was wondering about Volibear, he isn't so OP that everyone hates him but he reminds of Sion in many ways. He doesn't need to build damage to do a lot, and can build very tanky and still dish out tons of damage. This was the issue we say with Sion, he was tanky and did damage without building it. I am not saying "NURF VOLIBUR RITO PLS YOU IDIOTS", but i am saying that maybe some small reworking/rebalancing may be in order for me to keep my sanity. I understand the problem with Sion was the CC and large amounts of damage( ) but I do think Volibear does large amounts of damage and doesn't have to build any and can just go straight tank while repeatedly beating you to pulp. Just my thoughts, let me know what you think.
