umm it's 650 + 70% AP at max rank to champions

Exactly, he's totally useless in team fights. It's not like he has AoE crowd control and AoE silence, that also both do massive damage. I mean it's not like his ult does 1000+ TRUE DAMAGE. He's also not tanky at all, because if he had all those things, he'd probably be pretty broken.
