AD champions don't get mana regen items because they have sustained damage in the form of auto attacks between their spells. AP champions don't have this luxury of strong auto attacks, so they get mana regen to cast more spells.

Anyways, if you need more flat mana, get Muramana, Triforce, Iceborn Gauntlet if you have high base AD, etc...

Oh, and if you're building crit, Essence Reaver restores mana on crits...

I once concepted something that met the bill Goblet of Blood Chalice + Serrated Dirk + 900 = 3000 gold

25 MR 50 AD 20 AD 100% Base Mana regen: Unique Passive - Mana font: Regnerate 1% of your missing mana every 5 seconds. Unique Passive - +10 Armor pen Unique active - Blood offering - Target a minion below 25% hp and consume it to grant a charge of blood, This item can hold up to 5 charges. Your next attack on an enemy champion will consume all charges and deal 25-75(Based on level)* (Number of charges) bonus physical damage.

AD have their variant of Chalice.

It's called "Essence Reaver"

CDR, AD, and mana generation. It even has Crit.
