What do you think about improving Ryze's performance without outright buffing his numbers?

Hi. My name is Danjeng, and I've been a mid-low elo Ryze main for 3 reworks. I like this champion a lot, but I feel that he has not doing very well for a while, even for good players. I joined the /r/RyzeMains a month or two ago, but I feel like I don't belong, since I don't agree with a lot of the buffs they suggested there. Increasing his numbers would just put him into an overpowered state again. There was talk about giving him back Desperate Power, or creating a zone which buffed his abilities. I would actually like more changes like the ones Ryze got in V.7.8 and V.7.9 that make him smoother to play instead of upping his damage.

I've thought about this for months, and this is what I thought of... -Realm Warp (R) has 3 ranks instead of 2, range changed from 1750 / 3000 to 1500 / 2250 / 3000. Cooldown changed from 120 seconds to 160 / 140 / 120. NEW EFFECT: Realm Warp now grants a rune and resets overload. -Overload (Q) has 5 ranks instead of 6, base damage changed from 60 / 85 / 110 / 135 / 160 / 185 to 61 / 92 / 123 / 154 / 185. Value at max rank unchanged. TOOLTIP CHANGED: Ryze's other basic abilities reset Overload's cooldown and charge a Rune for 4 seconds (up to 2).

Ryze's overall power is largely the same, but each point in Realm Warp is less impactful, meanwhile each point in Overload does a bit more. I think this is a good way to shift some of the power from his ultimate to Q without straight-up buffs. The new effect, which grants a rune, gives Ryze a bit of combat ability in his otherwise full-utility ultimate. This increases his solo-fighting presence, but does not effect its utility.

These changes I think maybe could help out Ryze's strength in solo queue, while slightly decreasing his effectiveness in competitive play. What do you think?

I really like this. I never use his ult in a 1v1, but I think this change would help me with that.

Plebcac : Problem largely exists between computer and chair.

Ryze for majority of players atm
