Did Riot do anything to Teemo with the Senna update, because it sure feels like it. He's noticeably not as potent as before and it happened like a flip of a switch right about then (patch 9.22). My win rate with him has tanked quite hard using the same builds. Used to have positive KDAs and no longer do...
I know there's nothing in the patch notes (other than a shroom fix involving GP), but man he just feels different...

Aery and Dark Harvest aren't working with his E. Not sure if it's a bug or not. So if you are still running the Aery, Scorch, Backstab runepage you're going to suffer. PTA and Grasp are the two viable keystones for now.
I read something about them changing how his E worked with Conqueror, and it may have unintentionally messed with other runes.
Also, many people have hit high ranks with Teemo. Your macro and mechanics matter more than champions.
