Rammus hard counters new Garen
Since his E applies on hits, Rammus's thornmail and ability proc on Garen, Garens gonna shred himself xD

They will probably do something about that interaction before throwing it on live. Seems way unfair for the Garen player in any capacity.
No. Garen max procs Black Cleaver in 2 seconds, and had 2-3 healing items, so the grievous wounds becomes trivial.
Also, I'm not 100%..... but isn't Thornmail just basic attacks, not attack effects?
I'm pretty sure the way it will work is that as long as Garen doesn't auto attack, rammus hard loses this..... If you taunt him after E, you might be able to do something. But, the duel would probably go long enough that Garen can just True damage R Rammus.
wits and adaptive can cover you better
All he needs to do is press W when he goes for E vs rammus, and the damage will be rather insignificant. Also, since it procs on-hit with 50% strength, thornmail+rammus W will probably also only do 50%
