Why is silver 3 so much worse than s4?

so the past few weeks i've been bouncing between S4 and S3 and i honestly have to say S3 is MUCH worse than 4 in silver 4 i win games no problem (major contributions to the win or completely carry) but as soon as i hit S3 i always get the worst teams that do the stupidest things. you guys all know that adc that is always solo pushing bot during teamfights or that pantheon that always jumps on the enemy team when nobody is in position to follow up but the strange part is i NEVER see this crap in S4. SOMEONE EXPLAIN THIS TO ME PLZ
