@Meddler: Why the Runic Echoes nerf in 6.6?

Let's see what we have here; large fan base check, relies heavily on basic abilities and gets nearly nothing level 6 check, and ult isn't an ult check. Lux fits the last one late game because of her OP 4th ability, too short of a CD to call an ult.

What does Lux have to do with nerfing Runic Echoes? Udyr is the only RE user who's really problematic. Why nerf the item (and thus all the champs who use it) when there's one problem case?
