Like why Riot... it should only give me my secondary if it truly can not find my primary role.... I HATE NOT BEING ABLE TO PLAY BOT ONLY ANYMORE UGH THIS IS HORRIBLE....

Solution: swap your primary with your secondary.
Are you seriously complaining about 30 second queue times?
And besides that, no the system isn't supposed to give you secondary if it can't find your primary. It's supposed to find you a game as soon as possible, with a bit more emphasis on the primary. If it can't find one in a reasonable time, then it gives you secondary.
Meanwhile i'm here with 10 minute queu times in normals.
