@meddler or @Reav3 Caitlyn question

Recently RIOT has mentioned that Caitlyn is a champion who needs light nerfs in an effort to keep her in competitive because she's played a lot. With that said is Caitlyn the balancing focus for ADC like lee is in the jungle. Because since season 3 when Caitlyn got her first mini rework mid-season she's literally been top 5 champs for ADC in every season. She's had the most appearances for ADC in 2 pro season and two where she was top 5 most picked, also being most pick/ban in the current season even after her latest mini nerf, and if she wasn't getting picked she was a valid 1st alternative if anyone got banned out.

Is her kit to well rounded having range cc escape and guaranteed increased damage, or is keeping her in meta intentional and if so why? I'm sure fans all over the world would love to see some more diversity in pro play.
