Riot, could you play make "Electrocute" available for Garen?

I love build damage items on Garen, and I'm sure that there are more players like me. Items need to work with proper masteries. The old Thunderlord's Decree works for Garen. However, with the new "Electrocute", Garen can no longer trigger it with QE combo (don't expect to land AQE combo in team fight), or even not with QER combo (unless you cancel E very quick and use R). Other keystones are even worse for Garen. The new runes system only leave Garen a single option: to be a tank with no cc and no gap closing ability...

In my understanding, Riot makes the new runes system to provide more possibilities in gameplay, however, it is definitely not true for Garen... I really wish "Electrocute" could work for Garen and Garen can have an alternative gameplay choice other than being a tank.
