Curious about a change on PBE

I know that I have biased opinions on this change that's on the PBE for talon due to the fact that he's my mid main, but I'm honestly curious if nerfing it's cd by ~25 seconds (at rank 1) is completely necessary? It very well may be. I never have the (mis)fortune of leaning against talon myself. :p if anyone has any good and not salty/toxic opinions on the topic, I would greatly enjoy the conversation. :) thanks all!

Yeah, because if Talon got a kill, he could just go back, come to lane with his ult up again and just kill you again. It was really unfun for his opponents to not even get a chance to catch up or have a window of opportunity to kill him. Plus hit ult CD WAS pretty low. It shouldn't be that bad, it's just like the Riven nerfs a couple months back that increased her ult CD so she couldn't kill you every time she returned to lane

I've hardly seen any talon mains in game since the silence removal

I think it's because as it stands now, Talon's ult has one the shortest cds for an ult in the game, and his usual item paths lead him to build a good amount of CDR, which in turn makes his ult available far too often for an assassin.

I haven't really mained talon since the changes to tiamat/ravenous hydra build paths and the removal of brutilizer. I've felt like his building was really awkward and sadly haven't been a fan of him since.
