Ok, lemme break it down for you. Draven's damage is completely reliant on spinning axes. Lacking both mobility and range, positioning is incredibly important on him. His axes, if you misclick even slightly, will make you chose between dealing damage or walking towards the enemy team. Additionally, if he gets CC'd at all, not only does he stand a large chance of dying, he WILL drop his axes, negating most of his damage for several seconds.

He's not easy, his only method of mobility is inefficient compared to most, and burns through his mana quickly, and his entire gimmick focuses on catching axes, which pretty much broadcast where he'll be to the enemy team, meaning they can line up some easy shots on him.
He's very feast-or-famine, and very dependent on his high early-burst damage to rack up kills. Poking him until he's too weak to win an engagement, then forcing him to fight, or having the Jungler gank bot constantly will quickly make him irrelevant to the game.

Don't get pissy because you want every single match served to you on a golden platter. You're not beating Graves on a burst race, you're not out-engaging Leona, you're not out-scaling Vayne. Every champion has it's strenghts and Draven's is commanding massive power right from the get-go at the cost of reliability of success. This is how this game works, pick a champion that does well against him if he's such a big problem to you.

Pick Blitzcrank or Thresh, you'll have an easy time hooking him with your Q due to him telegraphing his position.

If you're ADC, pick Caitlyn or Varus, who have strong pokes from the early game.

Boom, Draven is no longer a huge fucking problem.

If Draven is so OP why he isn't picked every LCS match?

Oh yeah because people know that he's not the God of all ADCs and know what the fuck they're doing, enough to stomp his honky-ass because despise carrying a lot of threat with his axes he's incredibly easy to stop.

Ddraven will never receive a nerf. Or at least until he comes into the lcs. He is probably one of the highest skill capped adcs there is. You literally have to catch your axes. And in a team fight that's super hard to manage. Also any sort of cc stops ddraven. Like it or not ddraven is one of the really rewarding adcs.
