Ranked should be a privilege
Basically, as I see it, the glaring major issue with this game, which has been the issue for at least 6 years, is the frustration around ranked play. Some people are trying to win in a competitive online game, and some people either don't care, or are actively trying to ruin that experience.
This causes a ridiculous amount of frustration, toxicity, and ruins the fun of playing a competitive game. I can honestly say that in all my accounts (ranging from iron to high plat, so still not great) that** if half your ranked games are actually competitive, it's a lot. **
The problem is that nothing prohibits (or even discourages) people from jumping into ranked, trying new champs, messing around, outright trolling, or rage quitting the game. In every elo I've played in, I see this issue, and having two evenly matched team, consistently trying their best to win for the duration of the match, is a rarity.
Therefore, it is my opinion, that changes be made to ranked to create it a privileged queue. Currently, you just join ranked if you are lvl 30 with a certain number of champions. I propose some iteration of the following:

To require a certain amount of normal wins with a champ before being eligible to play them in ranked

To have queue specific bans for trolling, feeding, or afking.
- if you rage quit in ranked, you should have a different penalty than norms
- if you have been reported 3 games in a row for feeding in ranked, you should get a 24 hour ranked ban to cool down
- if you're found to be reported 3 times for trolling (running around following the jg, griefing your team, etc) then you should have to complete a certain number of normal games to gain entrance to ranked

Require a minimum honor for ranked play

Have played a minimum number of SR games before playing ranked. (why can someone aram their way to 30 and then jump into a ranked competitive game mode?)
These are just my suggestions, they may not be perfect ideas. However, the idea that there is no stipulations for playing ranked games creates a non-competitive environment for people trying to compete, causing frustration, and the bulk of toxicity in the game.
