This way if you have a hostage situation where some jackass says "Giv mi med ur Illl feeeed geylerds", the other people could go /disband or something like that and if 4 people agree the lobby is disbanded instead of having someone dodge and get punished for it. It wont solve everything but I think it would be really nice to have.
inb4 80% of games are disbanded because a team didnt get the advantage in champ select.

If they counter pick some one then there could be a disband but i like the idea of it

If you can remove this from happening, it would work. I just don't see a means of doing it.
Make it so that you can't "/disband" when everyone picked their champion.
That way people can't disband champ. select when you think they team comp is favorable or something.
To solve the teamcomp/counterpicking problem it can be available during only bans or declaring.
And it can take you out of queue without removing LP or giving the queue dodge timer penalty
Queues might shorten as a lot of games end and people re-enter queue, if it gets longer due to lots of people agreeing to disband, only 1 person's going to feel bad and it's the person that said no to a disband (likely threatening to feed, or deserved to get kicked out of that lobby). Of course only make it soloq available.
There needs to be a system that will identify a troll, and will auto remake the game if they are in it, because the amount of people who auto lock, steal roles, steal champions, int, do something like Riven support is just insane
Then vote to kick instead. This avoids the people who decide if they will lose in champ select from dodging when the enemy picks 'OP' champions.

That would be ok with me, as long as the vote is only available through the first pick or two.
