and one Sivir/support main at rank 8.

The first dedicated ADC main is at rank 12.

Honestly the jungle role needs a legitimate nerf. Not one of those nerfs that just makes the camps give less gold and exp, one that keeps them in the jungle for longer so they aren't continually pressuring the map. By having the camps be so flimsy and useless we have funnel strats in LCS (have the ADC alternate farming the jungle and a lane) and in solo queue we're just bombarded with carry junglers who insist they need to take your waves to carry and will punish their team if they don't feel they have the full force of the team babying them.

Alternately we could make Smite not such a ubiquitous Summoner Spell that essentially determines whether or not your team has a reasonable chance of winning the game (if your jungler is worse than theirs, the impact is felt significantly harder than in any other role). There's a very good chance that's the reason the difference between the highest rated jungle main and the highest rated of any other role is almost 300 LP, and over 400 LP between the highest rated jungler and highest rated ADC main.

It's made LCS boring and the junglers I play with almost intolerably toxic.

This is totally unavoidable. The fact that junglers have no 'lane', and have freedom to move about the map, lends itself to this. You can nerf the role basically to the ground, and it'll still be the most influential role because of freedom and decision making.

The best way to reduce jungler influence is, ironically, to buff the jungle itself. Providing junglers with a constant and omnipresent stream of gold and experience which is equivalent to solo laners receive (ala S4 and S5) moves junglers out of lanes and into the jungle, and also gives ganks a much higher opportunity cost.

Unfortunately, laners bitch about junglers no matter what. Gank centric jungle? Bitch about ganks. Farm centric jungle? Bitch about junglers 'afk farming' and then showing up after the lane phase with noticeable power, despite not 'risking' anything.

There is absolutely no satisfying people when it comes to the jungle until it's a glorified support role, which functions off of items which reward passive gold whilst we farm camps which offer almost no actual reward, and are forced to play champions who only function due to innate CC and base line tankiness.

Oh wait no; people bitched and moaned about the s2 jungle too. NVM.

You have it bckwards. The more you nerf jungle, the MORE they need to be pressuing lanes? last time they nerfed jungle, was, as statedby riot, for purposes of getting rid of afk jungle farm junglers

It's almost as if mastering the role that literally has to know every lane to make good decisions makes you good at league.
