Please reduce their range so it's not impossible to lane against them?
Example:
Kennen: 550 Range = Oppressive 350~400 = Bearable
Vladimir:
450 = Oppressive
350 = Bearable
Jayce: 500 = Oppressive 350~400 = Bearable
But all those champs are also played mid, and nerfing their range would hurt them pretty bad in that lane. I don't think the solution is as easy as the one you're suggesting.
i would say reduce the dmg on the armor pen items and increase armor resistance.
Vladimir is okay in toplane honestly. He isn't annoying as the others. + He's bad on bad hands. Just telling
