Titanic Hydra the new atmas impaler?

I was wondering. Is titanic hydra new atmas? Because on the passive on this item, it gasic attacks deal 5 + 1% of your maximum health as bonus physical damage to your target and 40 + 2.5% of your maximum health as physical damage to other enemies in a cone on hit. It is still different from atmas passive, but it looks like only basic attacks do more damage. It would be cool to know it does. I can go back to playing my sion.
