bots in twisted treeline in normal queue?

Ok. I was just in a game with people who appear to be bots by how funny and ridiculous these people are. They dont seem to be real players. I checked lolnexus and they all did not have runes and masteries. It's so strange. Their builds were weird and they always had upgraded boots and just low priority items. They always took spells like ghost, heal, cleanse, or clarity. They look stupid. They tower dive me all the time when i am at full health and i just hit them with one ability. Also this is only on the map twisted treeline. Sometimes they re so funny the just run round vilemaw cave and just walk into my tower and just atk whatever cs is there. Does anyone know if riot has something to do with these? Plus if they do i wouldnt understand why. This is something that makes me curious. It makes the game boring XD.
