Can you please rework heimerdinger passive?

A lot of people have complained about its lack of interaction in game and how useless it feels. As a heimerdinger main, i feel it too. I think a lot more could have been done with his passive than there has. Either way, hes due for some quality of life buffs too. His state in the current meta is too weak, where longer range mages, assassins, and constant ganks have completely screwed him over in the mid lane. My suggestion: make the turret regen innate and make the passive more interesting.

My idea: every minion or champion heimerdinger kills passively grants him scrap hexmetal (or whatever you call it). One he gains enough scrap metal, he can upgrade an already existing turret to permanently have additional affects. (e.g. more attack speed, more resistances hp and regen, shield for allies, multiple beams, etc.) Heimerdinger keeps his scrap metal indefinitely, but once a turret is destroyed he can only take back the amount he would if he killed a minion.

This would make him one helluva lot more fun with actual strategic placement, unique upgrades and gameplay, and overall thematic improvement. As of now, all heimer does is sit in the middle of his turrets and wait for people to come at him. I think it would make him really interactive with both the enemy and allied team.

Did he ever bring anything useful to the team?

What hes supposed to bring for the team is siege. However, with his current passive all he does is sit and heal whatever s near him. A new passive would do him good, letting him choose to be aggressive or more supportive.
