Exactly what the title says, it really sucks to do well against Garen, be winning a duel/fight/trade and then have him press R and 1/4 of your health is gone to Magic Damage. It really is annoying since you build armor against him then he just presses a button and 1/4 of your health is gone to AP. I am fine with it doing true damage to the villain by the way.
One of the reasons why this would be a buff to Garen:
Garen already builds various kind of armor pen / armor reduction / lethality - Black Cleaver, LDR, Youmou's are all common Garen items BESIDES that his e shreds armor. It's a rare Garen who bothers with magic pen for his ult. If Garen ult did physical damage after his e armor shred (which is his iconic combo)...
We could eliminate the Villain mechanic in that case, maybe.

Technically, not AP - just magic damage, scaling mostly with opponents missing health. (Would that it scaled with AP, though...)
are you only building vs GAREN as a laner and not against the entire enemy comp?
hell there are two items that flat out counter his ult
1300 gold
3200 gold ( this counters the burst of his magic damage and true damage ult if you are villain

that would make him worse then he already is. what he needs is a resource bar.
It's so that he still has kill pressure if you just stack armour against him. Also his R scales on nothing but the missing health of his target so if he ults you at full hp then he's doing it wrong.
Also he calls down a sword from the gods of demacia or w/e so it's a magical heavenly sword, ergo, magical damage
