What is the point of minion soujorners in the new runes?

splitpusher and roaming mid laners idk.
It allows Tank Supports to actually use their 
stacks. Especially mid-late game where people won't wait half a second and just nuke the wave.
I plan to use it on cannons with singed. You always in into the problem that you have to flip cannons later in the game to push waves quickly.
Bonus damage to minions is great for anyone that struggles at farming, or for those champions that can almost kill casters with a single spell, but leave them at 10 HP.
