Legit though, she has a massive ranged poke that has a low cool down, it can cause AOE damage and slow you while it SPEEDS her up, Then she can constantly shield. And she has a very long range AA. This is the most overloaded kit I have ever seen other than Jayce's. And if she builds one of these

Okay, I agree with the fact that she is a bit too safe, but you are going about it the wrong way. In most cases dissonance will only slow someone down, or speed her up. It is hard for both to occur unless she is chasing you. Dissonance also cost a ton of mana, and isn't on a low cooldown either.
Her shield is a problem, but she can't spam it in lane without going oom.
You forgot Fizz and Yasuo kits being overloaded
