I was playing a zoe game today, and got stunned. But I could still use the second part of my q, and killed the person who stunned me... Seems a bit odd to me.

to be honest, they fixed a lot of her "special treatment" interactions that were really unfair in her kit, it's just that one that they decided not to fix for whatever reason.

It's almost like Zoe is a terribly designed champion that can't function without a plethora of unfair and unfun mechanics [slayer-jinx-unamused]

Lissandra can't use the second part of her claw move while stunned, Zoe shouldn't be able to either.

That's because the second cast of Glacial Path is a blink, and you can't move while stunned.

Can Vel'Koz recast Plasma Fission while stunned? That's probably the easiest direct comparison, being a re-cast on a non-movement spell. If he can't, then Zoe's Q shouldn't be able to, but if he can, then I guess it works as intended.

I don't believe he can. Unless someone is going to correct me. Stuns prevent you from using abilities and I'm sure recasting abilities follows the same behaviour.

She can even recast her Q while in Zhonya's or Bard's Stasis IIRC.

certainlyt is known for being bad at coding there were a lot of bugs involving his champions, namely thresh's ult going through invincibility like fizz's E and vladimir's W

i believe you should just report this zoe bug to riot and they will fixe it

I can tell you Mordekaisers W recast doesn't allow you too while stunned

You can move while stunned just fine, if you cast a movement ability and you're stunned before its cast time finishes. See: Ezreal(Also a blink), Tristana for easy examples. You just can't input new commands.

The difference is Glacial Path isn't a movement ability on its first cast, only the recast. The recast is a new command, hence it can't be input while Lissandra is immobilized.
