Technical question about late game

Can anyone explain to my the "reason" why we say champs (like Leblanc, Zed...) are "weaker" during late game? Just to be sure.

Zed is weaker for the obvious reason that his ult becomes a gap closer at most, and he can build as much ad as he wants but he won't be able to deliver as much consistent dmg during team fight as adc can while being safe. Generally by late game zed emphasizes on some poke, waveclear, and splitpush rather than all-in team fight cuz it's just not as impactful as it would be earlier.

idk about lb being weaker late game. Her burst and mobility still makes her scary uncatchable assasin, just that she can't waveclear&guard turret while being safe during siege.

Leblanc : burst assassin, squishy, only deals magic damage. Zed : burst assassin, squishy, only deals physical damage. people can counter-build them late game easily

So it's agreed that they're said to be weaker cause we build items to counter their damages, right? And if you don't buy magic resist or armor, they're not weaker, right again?
