irelia nerf PBE

Transcendent Blade (R) cooldown up to 110/85/60 from 70/60/50 After Trinity force was changed (-20% critical chance,+ 10% cdr, +25% as) some champions get buffed, but riot nerfed only irelia, not only nerfed her, they destroyed her (+40 sec cd at level 1) irelia ulti is not so good compared to other's champion ult, but was good because lower cd; now irelia loses a lot of trade and push potential in lane. irelia has been weak for most of season 6 and now that she is back (even in competitive scene) riot destroyes her. riot doesn't creat balanced champions, he creates permaban or useless champions. What do you think about this nerf?
