During the laning phase, the support should be punishing anybody that gets too close and that's where the majority of their damage dealt to champions comes from (more prevalent for ranged support). Once laning phase is over, that's pretty much it for them (unless you're a high dps support like Zyra). The ADC spends far more of their autoattacks on CS during laning phase so the longer the laning phase goes, the more damage to champions the support will likely have compared to the ADC. It has absolutely nothing to do with supports having high damage and has everything to do with 10 minutes of the game where poking enemy champions is a major part of their job.
I'm skeptical that you ever play ADC or Support, you should definitely realize this.
