Making your opponents die first is the optimal strategy for winning confrontations in general.
Not sure why you'd want to change that.
Unfortunately, Riot probably won't implement any change that makes team fights slower. This would be one such change.
Having "carry" champs who will destroy if they are not killed quickly, but who are also pretty easily killed, is what makes league a team game. If there were no champs who warped league with there damage, it would just be a bunch of duelists running around.
