Do we always recieve a penalty notification for players we rightly reported?

Guess it's not a big deal, but its been bugging me. Long story short, a couple days ago our mid lane purposely threw the game, the replay says it all, it was my last promo game too unfortunately (only B1, nothing exciting). In the post game chat the same guy calls us a bunch of "f*gs" and leaves. If this behavior is not worth a ban, what is? Name calling doesn't mean shit to me, but if there's gonna be rules, shouldn't they be the same for everyone? Now I had my chat muted during the game, so I can only imagine the other stuff they were saying, and I know I'm not the only one who reported them, so where's the line? I've received penalties for saying far less severe things, which I said in defense. I'll take the penalty, technically i broke the rules, fair enough, but then shouldn't this asshole as well?
