TheRakkun3 votesUnless the Vayne and Kog'Maw are actually jungling they'd never get their stacks, they're not tanky enough or have enough sustain to survive jungle and can't just take the smite to lane as it would take 30 kills or 6 dragons to reach devourer as they're not likely going to take jungle camps.
Also great idea, would mess up Jungle Twitch, the only role he's even slightly viable in... /s

Rueian1 votesYou can bring smite and either take invades or take gromp, krugs when they spawn. It wouldn't be fast morph, but it would still morph.
Sire Hippington1 votesactually, with a solid pull, kog and vayne can clear the jungle quite good, they can kite most mobs rather well and have high dps with their % on-hit. They are just very vulnearble vs ganks, so you'd need strong early laners that can help them if they get invaded.

There are more, and plenty of melee champions that benefit from multiple consecutive basic attacks just like them. There is no reason to prefer one over the other.

Schlachsahne762 votesThis will not happen! these champions you named are no junglers and will be completly useless the first 20-30 minutes. Because they dont have strong ganks and not enough damage because sated devourer gives no damage stats.

If they take smite in lane and rush devourer, they will be on a serious disadvantage till it's finally stacked, which needs a long time even if they poach Krugs or Gromp whenever it's up, so devourer gives a strong delayed powerspike and a great lategame(not better than a crit built though) as tradeoff for a poor early-mid.
If they go jungling, they are vulnerable early, don't bring huge gank pressure and they lack the gold they usually need to scale up, so devourer beeing powerfull is just a nice trade of for there otherewise rather weak jungle that might actually allow them to be viable as junglers if the teamcomp supports it.(kayle and teemo probably more so)

nanawo1 votesAs someone who likes to troll with jungle kog'maw, I can say it does actually work fine if you have strong laners and ward control in your jungle. If you can survive to the point where you have 2 items (bork and devourer), then you can actually do well in the late game.

stack for kills? Then the item would cause serious decisions to be made since ganking would simply be delaying your 
even more. Also part of the reason Riot added was to pull away from the tank meta and will probably be either nerfed a lot or removed completely. If anyone was around for season 4 then you probably remember Feral Flair that was reworked quite a bit until it was removed completely but it had a big impact on the meta.
