A Fix for Klepto Ezreal Without Nerfing Either

This is where I got the idea; do something to prevent Ezreal (and by extension anyone with an ability that proc's on-hit effects) from abusing Klepto, but WITHOUT changing his Q (Riot seems to like it where it is, dunno why) and without harming other supports who are trying to use it as it was intended to be used.

Proposed Solution:

> KLEPTOMANCY - Passive: ** 0.6s after using an ability**, your next basic attack within 10 seconds has 25 bonus range. If the attack is against a champion, you gain 5 Gold. Occasionally, you will gain a consumable item instead. If you gain a consumable item while your inventory is full, the consumable will instead be consumed.

By adding in a tiny delay between when Klepto is activated and when it can be proc'ed (think of it as an un-interruptable charge time), abilities that proc on-hit effects cannot both activate AND proc Klepto. Ezreal would have to Q, THEN land an AA to proc it. Meanwhile, everyone else is already firing an ability then AA'ing to proc Klepto, and won't have to change anything else in their pattern.

But why 0.6s? Klepto (as far as I understand) is triggered by ability CAST, and proc'ed by AA HIT. Meaning that if the delay is the same or shorter than however long it takes Ezreal's Q to hit a target at max range from cast to impact, this wouldn't change anything. For any champion ability other than one that procs on-hits, though, the only way to trigger Klepto is to first cast the ability, then make an AA. Ergo, so long as

Ability Cast Time + AA animation time + AA projectile travel time to target < 0.6 seconds

The support in question wouldn't even be affected. That said, guess it's time to do the math. Ezreal's Q has a missile speed of 2000, and range of 1150. That means when Ezreal shoots a target at max range, the Klepto delay required to prevent his Q from solo triggering the effect is anything more than 0.575s. So, rounding up a bit for clarity's sake, we're looking at a minimum delay of 0.6.

This might also suck for those supports with really fast cast times on an ability (Zyra W comes to mind) as they might have to hold off AA'ing for a split second after using those abilities. I looked around, but I can't find any index of champion AA missile speeds. The other thing is that I believe casting another ability resets the Klepto 10s timer, so if (say) Ezreal used W or E to charge Klepto, he wouldn't be able to use his Q to proc it.
