Can't view ability descriptions in champion overview

When I bring up a champion profile, on the overview page where you can view skins, hovering the mouse over the ability icons no longer displays a popup with the ability description. It's been like this since before the last patch; I want to say 5.7 or 5.8 was when I noticed this issue.

I've had this, too. I've been compromising by going to the abilities page and reading the tooltips there, but it's still annoying expecting it to work and it doesn't.

I've been having this problem as well. Started a while ago, then it worked again for a little while, but now it's just completely stopped working

Same problem, has not worked for me in a long time.
