@Riot: Would You Consider Removing the Cast Time on GP's Raise Morale?

Way back in September of 2012 (V1.0.0.147b, the World Championship Hotfix) riot removed the cast time on 's Battle Roar so it would feel less clunky and allow Rengar to chase better. is in the same spot that was; his E feels clunky and the cast time hurts his chasing/escaping. This effect is quite noticeable when he has a movement speed boost such as the one phage/triforce grants and homeguard. Especially homeguard.

Thematically, firing a shot off in the air can be done while moving so it wouldn't be a controversial change. It would also be a nice quality of life buff.
