How does hextech mystery champion shard work?

If you have all the champions except the 6300 ones, will rerolling always guarantee you'll get a 6300 champ? If yes, what happens if you have all the champions unlocked and you buy more hextech shards?

rerolling always gives a champ you don't have and it doesn't matter what the ip cost is mystery champ shards are any champ even if you own it already they are mostly used to just get blue essence for mastery levels or for rerolling

It will always give you a champ you do not own if there are champs that you do not own.

If you own all champs it will give you a token to unlock a random champ you already own. (tested this on the PBE) These tokens are worthless outside of what you would normally be able to do with a champion shard aka disenchant for essence and rerolling into another champ with 2 other shards/tokens.

If you own all champs you can effectively get new champs for 5100 IP instead of the 7800IP they are first released at by buying 3 champion shards fro mthe store.
