Because it doesn't feel random to me. I'm always first or second pick and when I'm not I'm usually third pick. Very rarely am I fourth or fifth pick.
I play support in duo with an ADC. Does that affect the order in which we pick? Because I rarely ever see my friend being last pick either.

It should be random.
It used to be based on MMR, but they changed it because a few points or MMR didn't make any actual difference in terms of player skill, but lead to the higher picks feeling entitled/superior and sometimes made them toxic.
its 100% random and always has been
which is why im SOO glad we now have this new champ select.
if only they didn't implement dynamic fail at the same time this season would have been awesome
