I feel that Nunu players got really let down when they saw that Urgot and Evelynn are getting updates before him, im not really interested in waiting until 2019 for my favorite champion to not feel so useless in most of my games
I'm not sure Nunu is a tank sadly.
EDIT: Just checked, he's a Warden... somehow...
I think they said he needs more than a class update. The likely three candidates in my mind are:

Nunu is fine as he his. Basic but strong kit, with the most powerful area ult buster.
Nunu is fine. If you aren't doing well with him with current masteries you just know know how to utilize the character or the masteries well.
I mean if you want him to get a three hit passive, health stacking mechanic, and lose the targeted q. Than yeah, keep asking for him to get reworked.
I am 90% sure that he won´t be in the major changes (Neither will Rammus , Amumu or Malph). Riot has stated that all 4 need full VGUs
