How do people play Gragas anymore?

I just got him in ARURF, which I know isn't the best test of balance but his spells FEEL awful. Everything about him is sluggish it feels as if I'm playing with a full second of lag and I couldn't hit anyone to save my life. Add the ramp up on his Q and its his damage is even harder to connect with. Again this was ARURF but Jarvan ulted onto me so while he was mid air I also cast my ult directly on me. I was dead before my ult even landed. Clunkiest champ I have ever played.
