How does lp decay work

My main question is what ranks does lp decay work in? I heard it only works in plat+ but does that mean that anyone who gets carried to silver 5 or even gold 5 can simply just stop playing ranked and still get the end of season awards? I got silver 5 after my 10 matches but playing very badly got me down to bronze 5. Lp decay is just something that sparked my curiosity as I just climbed to bronze 1 as the season is near-ending.

Edit: I searched this up and it said that it only works in platinum or diamond, but I am wondering if anything happens to people in silver 5 or gold 5 who just stop playing ranked because of fear of being demoted.

Nope, you can just stay in S5 or G5 for as long as you want once you get there without decaying

"it only works in platinum or diamond", you said it. Nothing hard to understand. If you are below G1, your LP does not decay.
