I am tired of his point and click shiv as he requires absolutely 0 skill to play. He should be reworked and have his knife turned into a skillshot so he actually needs to position himself to win a fight rather then just being able to point and click it.

You mean his E? And no. He has enough trouble as it is not even having a true build path. Shaco is in a horrible state and has been for the past 3 seasons. Just because you don't know how to deal with him doesn't make him broken in the slightest.
shaco reaquires the most skill(micro and macro) to play among junglers in my opinion.
assuming his e keeps the size and projectile speed, and it becomes a skillshot, it will be impossible to land on anybody.
